CASE and CASE Ukraine are co-organizing a seminar "Scenarios of Social Privileges and Benefits Monetization" to present the results of the research conducted during the Preparation of the strategy for social benefits monetization in Ukraine Project.

The project aims at developing a theoretical background of social benefits monetization reform in Ukraine. The major goal of the research is an assessment of the results of such a reform. A group of experts developed several scenarios which incorporate income test application and price subsidies elimination. Using simulation methods, researchers estimated potential results of these scenarios implementation. The results will be presented during this seminar, along with those of the Russian monetization reform experience which has also been analyzed.

In this research special attention is paid to the mechanisms of price subsidization of housing and transport services. The system of in-kind privileges cannot be treated separately from the cost price of services themselves as price subsidies and social privileges are the elements of a single mechanism.
