The banking system constitutes one of the most essential elements of the market economy. A well-functioning banking sector can play an especially important role in the reconstruction of postcommunist economies. Fundamental changes in the operating principles of this sector can stimulate and accelerate changes in the entire economic system. The delay of transformations in this sphere can cause further delays in the broader processes of change, or even bring them to a halt.
