Seminar on fiscal decentralization

Description:

On request of the Economic Development Institute of the World Bank CASE organized in Warsaw in February 1996 a three-day seminar on fiscal decentralization for representatives of central and local government of Kyrgyzstan. Acknowledged specialists of public and municipal finance were involved as lecturers, including Wojciech Misiag, Zyta Gilowska, Andrzej Wielowieyski. The second part of seminar consisted of meeting with civil servants from the Ministry of Finance governing of transfers of budgetary resources to municipals, and then with local authorities, where discussed utilization of the public funds as well as ongoing problems.
