Ex-ante evaluation of programming documents and strengthening evaluation capacity for EU funds post-accession


Project description

In context of the upcoming accession of Croatia to the European Union, CASE, in consortium led by LSE Enterprise, have been awarded a contract to evaluate ex-ante the programming documents of the National Strategic Reference Framework, as well as the different Operational Programmes for Transport, Environment and Energy, Regional Competitiveness, Human Resources Development and Administrative Capacity Development. Furthermore, it will assist in strengthening the evaluation capacity for post-accession EU funds. 


General Objectives of the Project

The overall objective of this project is to contribute to effective implementation and management of EU Cohesion Policy funds in Croatia, in line with the EU requirements. The project consists of 2 components:

  1. To improve the overall quality of the programming documents by performing eight separate ex ante evaluations (including evaluations of achievements and lessons learned from implementation of counterpart Operational Programmes under IPA Components III, IV and V).
  2. To strengthen the evaluation capacity for EU Cohesion Policy funds management.


Project Output

The project will deliver

  • Eight separate ex ante evaluations
  • Activities on strengthening evaluation capacity for EU Cohesion Policy funds management CASE will be involved in the second part.
