Tajikistan: Programmatic Policy Reform Matrix - Support Programme for Social Protection

 

Description:

The Poverty Reduction Strategy Paper (PRSP) and National Development Strategy (NDS) identified four priorities in the area of social protection in Tajikistan:

  1. Cash compensation and pension schemes are badly run and ineffective; a major increase in operational efficiency is needed
  2. The level of available benefits is unacceptably low, a significant increase in public resources for social protection is needed
  3. The pension system requires reform.
  4. Alternative solutions for institutional care need to be examined.

The cash compensation scheme needs to be reformed with the aim of reaching the poorest groups of the population. Effectiveness and simplicity in implementation as well as mechanisms ensuring transparency in monitoring and control must be essential elements of the reform.

The global objective of this mission is to contribute to the effective, efficient and sustainable implementation of the Government of the Republic of Tajikistan social protection schemes by developing a Programmatic Policy Reform Matrix that will constitute the work programme for the Government for the period 2007/2009.
