A quarter century of economic reforms in Ukraine:
too late, too little, too slow

 

mBank and CASE – Center for Social and Economic Research cordially invite

The opening speech will be delivered by:

Oleh Havrylyshyn, PhD

professor at Toronto University and the Joint Vienna Institute and the Economic Advisor to the Presidential Administration in Ukraine; former IMF Deputy Director of the European Department, as well as a former Deputy Minister of Finance and International Affairs of Ukraine

 


Ukraine's transformation has lagged behind Central Europe and the Baltics, and its economic performance has consequently fallen short as well. The paper will describe the delayed and slow reforms, attributing this to the self-interest of the former communist elite which retained power. It will then show how dramatically performance on economic and social indicators lagged behind due to the lack of reforms. Part of the problem was the lack of incentives for growth under an incomplete transition, poor business environment, and extreme levels of corruption. But another aspect of the problem relates to the development of a powerful oligarch class in the early unreformed years, and its subsequent interest in preventing further liberalization, blocking the evolution of small and medium enterprise.
